Hello, we have an appraisal where the user and the manager have both completed their portions of the stage, however, the manager is unable to complete the Stage because the button is grayed out. A snapshot was taken prior. What conditions would occur to prevent the complete stage button from being actionable? Appraisal is overdue, all required fields have been filled. Flows from user first to manager, user has filled out their portion and so has manager.

All looks fine in terms of setup for the person logged in (Rating Official) to complete that first stage. As Nathan suggests below, when you reach that last page (Critical Element 5), is there not a "Complete Stage" button at the bottom of the page?
If you navigate to the last page of the stage then does the button become active?
Is this at the point where you think we should open a ticket with our partner?

We think this was fixed by TL- 11255 for 2.9.17 and 9.5
This was caused by a learner completing a stage that required another role to answer. The other role was deleted from the learner so the next stage was not able to be started as the previous stage hadn't been completed yet
Can you confirm you have an earlier version of Totara and this sounds like what is happening in your case - upgrading should make the next stage available.
