Its not possible to disable Temporary manager assignment notifications. In some scenarios it may not be necessary to inform the learner and the manager of the assignment and this would help cut down the number of notifications being sent by the system if temp managers are being assigned frequently.

We have custom functionality to assign a temp manager at org level so are regularly setting up temp managers for 100s at a time. The user and manager already know who is looking after the org unit so notifications are not needed.
I'd also add that if you build a way to switch on and off, you also add in an interface for what any notification contains. It's in the language strings but obviously that's not somewhere all admin users will be familiar with.
