This release fixes a serious bug in Totara 2.2.16 introduced when we merged in the latest version of Moodle. See here for more details from Moodle:

If you have already upgraded to 2.2.16 we recommend you upgrade to 2.2.16.1 straight away. If you haven't yet upgraded to 2.2.16 we recommend you skip it and upgrade straight to 2.2.16.1 (or any subsequent release).

This bug does not affect the Totara 1.0 or 1.1 series.
