Totara 2.2.8 is a "snapshot" release, containing bug fixes.
For those of you with Totara installations using the Microsoft MSSQL database platform this also fixes some MSSQL-specific issues with the upgrade to Totara 2.2.7 - if you are on an earlier version of Totara 2.2 and using MSSQL, we recommend bypassing 2.2.7 and upgrading to 2.2.8 instead.
