We are new to Totara and would like our franchisees to be able to upload their own resources into a central repository. We would like to repository to be organized by folders for each franchisee/client. The folders will contain uploaded resources siloed based on permissions or audiences. We would then like the franchisees to be able to drag and drop their resources and assign these to users. The current method discussed would be to create courses in Totara and then assign a course to a user.

Does anyone have any other recommendations? The files will typically contain videos, audios, pdfs, docx, etc.

We would like the repository to have a search criteria so the selected resources (1 or more videos, and 1 or more audios, etc.) can be assigned to users versus a course.
