It depends on what the Activity is on whether there is an option to include a passing grade. Some activities don't have grades such as labels and others like Quizzes allow you to define what the passing grade is.
It is also possible to set a course grade required for passing the course and change the activity weightings through the Gradebook.

This appears to be the assignment activity. you can set the passing grade in the "Grade" expandable section when you edit the activity.
