I've not checked but I think enabling the capability 'totara/core:delegateusersmanager' on the Staff Manager role should allow anyone who has staff assign temporary managers to their immediate subordinates, would that suffice?

Log in as a staff manager, My Team -> view Profile for a user. The positions editing links will be on the left in the "Administration" block, click Primary position, and if the capability above is enabled on the Staff Manager role, the choose Temporary Manager button should be there.
