Apologies for the late reply.

I created a Seminar in 10.2 and stipulated a minimum booking of 9 out of 10 places. 

This is what I (as an Editing Trainer) received via email upon cron:

The following event is under minimum bookings:

Name: s3

Event start: 5 December 2017, 11:50 AM

Capacity: 0 / 10 (minimum: 9)

There was also included a link to the session. The minimum notice time is 24 hours before the session starts.

Its a pretty functional notification which will only go out to trainers (or similar) in an event - I've submitted a Feature request, TL-16595, to make it configurable like the other Seminar notifications. 

FYI we are looking at refactoring the Totara messaging system as per here.

If you wanted to edit the text you could change it in the language pack.
