I tried on 2.9 and the waitlisted user stays waitlisted after event has closed (i think 2.7 will be the same too)

There isn't the same report available as 9 & 10 but by using the Face to face Sessions report source and including the Signup note field the waitlisted text is added automatically.  This field is also available as a filter field.
