The way that is documented is how the progress bar is expected to work.
Unfortunately the improved program progress bar didn't make it into the v11 release which means in v11 and earlier each course set progress is only updated when the course set is complete.
If you download the Evergreen release which is what v12 will be based on then you will see this behaviour (the order won't matter and completion calculation will be as you explained)
Hope that clarifies the reasons for the conflicting information.

I will get the documentation for 11 changed to reflect how the progress is calculated in this version and can confirm that the order courses are completed won't affect the program progress calculation in Evergreen (v12)
