I have seen Totara used as a CMS. The one consideration I can think of is how much information do you require on tracked document changes? Presentation of the docs and tracking user access is pretty straight forward, but there is not a sign-off/approval procedure built-in for releasing changed versions of docs. I haven't seen an Outlook integration specifically, though other partners may have developed something.
