After a learner has completed a course we want to remind their manager of this and how it would be a good idea to discuss with them how the course went and how they might use their new skills.
Is reengagement the best way to do this?
Reminders only has the escalation option which doesn't seem suitable and Notifications only apply if there is a physical workshop.
Any other suggestions?

Hi Larry,
The way to do this at present is to use the Messaging functionality in Programs. Its possible to have just one course in a program, or multiple sets of courses.
There's a full list of the available notifications in the link; they're pretty comprehensive.
We are looking at refactoring the Messaging system for t13 next year, and its very likely the specific functionality you are looking for will be developed.
