Ask manager to enroll?

I have this vague memory of seeing a Totara demo where if self-enrollment wasn't enabled, the screen saying they didn't have permission to enroll also had a button where they could ask their manager. This doesn't appear on our installation. Am I crazy and remembering wrong? Also, see secreenshot where the message appears....the sentence appears to cut off, both in our purchased theme and when I revert to Basic theme.

Hmmm. We have a pretty fresh installation of Totara with no language pack customization, at least not that our partner told us about! We are out of contract with them now (just used them for implementation). I'll have my IT staff see if they can find anything.

Ok. We looked at it and discovered some things.

It was a language pack problem, but that led us down a new road. Does Totara not have an en_us language pack? Our en_us language pack came from our partner, not Totara. The language pack had a mistake that we had to correct.

But, for the course in the orgininal screenshot, the enrollment methods were 1) manual enrollments and 2) learning plan. Manual enrollments had the priority in the list. So can you help me understand why my test user got the error message for the Learning Plan enrollment instead of the Manual Enrollment enrollment?
