The short answer is  yes - with a the following settings

A user needs to be enrolled in the course before they can signup for an event. The user can enrol in the course if it has  the seminar direct enrolment or self enrolment plugin or the user is added through the Add Attendees by the course admin.

If the user is unenrolled from the course they are removed from the event.
