I have allowed for the trainer role to be able to switch their role to a learner, but when I test it, the trainer cannot choose to switch their role. It seems like a straight-forward setting, but it isn't working. Any thoughts?

Sure. Here's a screenshot where I have the role switch allowed.
Then, I provided a link to the role swich function (totara/course/switchrole.php). However, the role dropdown had no values from which to select (Screenshot below).

And I fixed it :) . I didn't notice the additional instructions on the role switch page until I posted the screenshot!
