Got it! The big change in Totara Learn 12 is that Competencies are now a part of the HR Import elements that can be imported. So if you have an external system that manages competency lists or if you just want to be able to import them via a spreadsheet rather than have to type them into Totara, can you do that! The What's New documentation talks about that here.
