Thanks for clarifying this.

The first step is to create an audience for people enrolled in the course - a rule such as not completed the course should work

Then create a dashboard  and assign the audience above to it 

Then create a Static Featured link block and add to this dashboard

Copy the URL from the SCORM in the course  it should look something like /mod/scorm/view.php?id=9  and paste into URL field of the block.

Then login as an enrolled learner in the course and go to the dashboard created above and click on the featured link block.
