Hi Amapola
There is a permission Sign-up for event that you can delete for the learner role in the seminar. This will mean that users who have the learner role won't be able to sign up.
Go into the seminar as an admin and select Permissions and delete the Learner role for this permission
To allow managers to book their staff you can use the Allocate spaces setting and adjust the staff manager role to the scenario you require such as only allowing this for selected courses

The staff manager role will also need to be adjusted depending on what level of permissions you want to give them.
See the documentation link for how to do this - probably assigning all staff managers access to selected courses is what is required.

The staff manager has all the permissions recommended by the documentation:
- Reserve or allocate spaces for team members
- View seminar activities and events
- View courses without participation
However, if I deactivate the permission sign-up for a learner, no role can register users, I have the following error: « You don't have permission to signup to this seminar event. ».
I do not want the learners to register themselves.
How can i fix this ?

I am using Totara 9 and also need prevent learners to sign-up to and event, so that it can be managed solely by Admins. Can anyone advise on how to do this?
