Sorry to hear you're having problems with accessing your course settings area.  There weren't any changes to the settings block in core Totara Learn version 11 so there's a chance your site had a custom block that's been missed in your upgrade.

Having said that, let's try some configuration based solutions and see if we can't get that menu back for you!

The 'Administration' block is the one to add to your course so you can access the settings and adjust the completion criteria.  Is this what you were looking for in the Add a block menu?

If you can't add that back to your course it could be that the permissions for viewing it have changed. Could you ask a site administrator to check that block is visible to users with your access rights and that it hasn't been removed from course pages?

In the mean time (assuming you have appropriate permissions) you should be able to access course settings by a direct URL.  This would be <yoursiteurl>/course/edit.php?id=x  where x is the unique course id you can see in the url when viewing a course page.  The same works for the course completion settings ..../course/completion.php?id=x.
