Hi Lina,
This isn't possible at present, for activity completion. One workaround would be to put the activities into separate courses, and then put the courses into a Program. Then its possible to use the Program messaging functionality, there's a description near the foot of the page here.

Course reminders for feedback activity can be set on activity completion . A separate feedback for each activity can be created with reminders set for each activity - this can also be escalated to user's manager if the feedback is still not completed.
You can also make the feedback visible only when the the activity is marked complete through Access restriction
