There is a rule for that! When you create a dynamic audience, one rule is "Course Completion" . Choose that and then you'll be presented with a list of courses. Choose the course(s) they won't have completed and change the dropdown on the right to "Has NOT completed..."

That will collect all of the users who haven't completed the course.
