The requirements for 2,9 are listed here -MSSQL 2008 or greater is supported.

According to other documentation you will need to use libcurl with TLS 1.2 support so PHP can support the curl functions. 

One of our Partners may be able to provide advice on if there were any issues providing TLS 1.2 support in Totara.
