Are you able to use Login instructions Site Admin > Plugins > Authentication > Manage authentication > Instructions with the multi language content
Is the 'Login via SAML2' string available in the language pack if not then you may not be able to modify this using Totara.
The SAML2 authentication plugin is not part of the standard Totara so you may need to go back to the plugin supplier.
