In Totara versions 10 and above a separate job assignment file source is used to add an organisation to a user's job assignment.
The file format is documented here if your users have managers assigned to them then they will require a job assignment idnumber
You may also require the HR Import option enabled for the user so their job assignment can be updated by HR Import.
You may also like to enrol in the Totara Academy courses creating users in Totara Learn and Hierarchies and job assignments.

Do you mean that you added the organisation frameworks with the organisation csv . It is possible to add more than one organisation framework with this file. This file does not assign the organisation to a user it just creates the organisation hierarchy.
It is the job assignments file that links the user to the organisation - the organisation needs to exist before it can be assigned to a user.
