What content are you wanting to search ?

SOLR is a search engine by Apache that does need installing and configuring .

Indexes on selected content can be created to allow for full text searches within activities - there are some limitations in Totara outlined here. 

The setup depends on your environment and a few of our more technical partners have got this working for their requirements.
