I hunted through the issues looking for this and couldn't find anything recent about disabling this.

There was a problem with the cache and ROL that was fixed in 9.2 TL-11209 - I assume this has been disabled as it doesn't provide any performance improvements.

We are looking in more detail on the use of caching for this report and will complete more detailed analysis and explanations on the related ticket.
