Is it possible to create open access to a course on Totara in the instance that it doesn’t need recording and reporting, and therefore doesn’t need username access so it doesn’t use up our student limit?

Hi Gemma
There is a Guest access enrolment method that can be added to the course. You will also need to select the option under authentication to show the Guest login button.
Note that users who login in the last 12 months are counted as an active users for Totara subscription purposes if that is the way you are being limited.
