Re: notified directly via email when someone populates a form?

This can be achieved through Event monitoring which can be set up to send a notification when a specified event has been completed.
Looking at the event list for the database activity there is an event for record created and record updated that could be used . Individuals can subscribe to the event rule so they are notified when this occurs.
