Using the catalog grid option, each course detail includes a "Go to course" link. The "Go to course" link is only visible to Site Administrators. I cannot find a role permission setting, or any other setting, that allows this "Go to course" link to appear for non-Administrator users. How can we make this link available to non-Site Administrator users?

I tried accessing the course in the course catalog using the standard Learner role and Site Manager role and the 'Go to course' showed for both these.
Are you using the standard Basis theme or have any other customisations?
Does this appear using another browser?
If this doesn't help please create a support ticket with details of your catalog configuration setting and Totara version number.
