We have two identical courses except that one is free and one is paid. We have some learners that started the free course but now need to be in the paid course. Is it possible to transfer their enrolment and completion data from one course to another?

Totara will treat the courses as different entities, their ID numbers will be different. The problem you may be facing is activity data - can you tell us how the courses are set up and how much of the 'free' course is likely to have been completed by the users in question.
