The first thing to check is that your setup meets the minimum requirements and configured as described here .

You will also need to delete the config.php file if one has been created as the install.php creates this file.I think you will need the original install folder and files to try and install again.

Check that the localhost url works you may need to use the ip address if this doesn't work.
