You can back up course and restore them into your live site, but at present its not possible to back up and restore programs, you'd have to manually set them up in the new site.
We have an existing Feature request for the functionality here: TL-8426 - Add option to Backup/Restore Programs and Certifications.
The feature hasn't been prioritised for development yet, but that may change.
