I'm wondering if anyone has found a way for a user to mark another user as having completed a course without also providing access to the course at a Trainer or Editing Trainer level. 

To provide some context, we are a hospital and often have doctors from other hospitals complete a rotation with us. So that they do not have to repeat training, their primary employer provides us with an academic transcript so that they be marked as compliant in our systems. The team marking completions are a dedicated administration team for doctors who do not require access to the course content. 

Has anyone found a way to facilitate this?
