I would like to send an email based on filtering a report. :Unfortunately, the email is set to private. Is there a way where I as the administrator could overrule this email is private and instead generate a report where all the emails would be displayed. Thank you very much!

Yes there is a way of displaying private emails in the report builder - there is a column User's Email (ignoring user display setting) and capability site:viewuseridentity that needs to be allowed for the roles you want to see this.
