Adding users to dynamic audience through upload

Can I use the upload user function to add users to a dynamic audience?

You can't directly upload members to a dynamic audience as the members are assigned when they meet defined rules.

However you can add as one of the rules 'User is a member of a specified set audience' and upload members to the set audience
