Where is password validation code in Totara?

Hi All,

I'm new to Totara/Moodle. I want to add/edit some validation for password such as restrict special characters. 

Ex: The password must have at least 8 characters, at least 1 digit(s), at least 1 lower case letter(s), at least 1 upper case letter(s), at least 1 non-alphanumeric character(s) such as as *, -, or #

Where can I find that validation code in Totara? Could you please guide me where can I find the existing validation code and how to change it? I mean loacation, file name and the code.
