That sounds right - if you don't want a course completion that is quite old to count towards a current certification then Archiving the course would be good practice.
You may not want to archive all users course completions you would probably only select the users who are enrolled in the certification.
In some cases such as a recent course completion you may want the course to count so you wouldn't archive the course completions.
