There is a setting 'Allow extended characters in usernames' that looks promising.
I enabled this but this still didn't allow me to manually add a user with an upper case username. This may only apply if the usernames are uploaded. Are you uploading users and able to test this?

Nor does it allow you to import them with mixed case via HR Import.
It's not a problem as we've decided to just work with it as it is. I did find a TL from as far back as 2017 where the goal was to leave mixed case as it was so that authentication with external systems would continue to work.
