It is not currently possible for tenant admins to configure their own dashboards because of the complexity around role contexts, however there is an active tracker ticket on this (TL-22072) where we've got a good way through the development.  Next steps are taking a step back/fresh look at the solution and consider the impact of permission changes (plus write the all important Behat tests etc).  Given we're in freeze and QA for v14 it won't be part of the April release, however I'd expect it to be available in the not too distance future release.
