Can you describe what the end result is you are trying to achieve?

Do you want each store to do the same program except for an assignment activity which is different for each store 

Is there a field in the user profile that has information about what store the learner is with.

If this is the case then you could create a course with many activities that have access restricted to the store and make the completion of the course based on the completion of any activity.
