Could you tell us whether there is a way to create a set audience using an upload?

Hi Sally-Ann,

You can do this using the Bulk user actions functionality Home/Site administration/Users/Bulk user actions.

Its not possible to do it directly with HR sync but you could probably use a dynamic audience with a rule based on the User creation date.
