Hello - currently using v13, and using the attached as a way to communicate with Users.

The issue is there is only an option to send a message by either selecting 20 Users or 5000 users.

Is there a way to change the parameters of this function?

I am not sure where this menu is - can you detail where on Totara this is?

it is possible to send messages to selected users using the Bulk user actions

If you select show more under New filter there are a lot of filters including role, course , last logged in
