I have attached a screenshot of the rules we use for our New Starters (Induction Programme) dynamic audience.
The start date of 01/07/2021 was the date our onboarding e-learning went live.
Hope you find it helpful, it might be worth doing some testing first (that is what I did).

I had already seen people using job assignment start date which I found surprising, because people changing position within the same organization would do the induction program all over again.
But I guess this is for very specific departments.
We are trying with the User creation time and see where it leads.

Did you have any luck getting this sorted?
I should have explained in my response that the way our platform has been set up the job assignment date stays as their employment start date, even if they change jobs. The platform was set up long before joined the team and is how it comes through from our HR system. So using job assignment start date as opposed to their actual start date doesn't make any difference to us.

Thank you Sue, we actually tested with job assignment start date and user start dates, it depends on our client's setups.

I'm not sure if you've noticed but we've set up a new workspace all about using Totara for onboarding. I think it's great that you're sharing this information with the Community, do you think you could also share it in the onboarding space? If you have any other tips as to how you onboard new starters it'd be great to learn more in here too:
