I want to change the colour of the background in the topics format, however even though it gives me the option to choose colour for background and words it does not actually appear to work.
Can anyone advise please?

What version of Totara are you using - theming varies quite a bit between versions. Also things like collapsible sections might affect the appearance of course topics.
