My team are in the discovery/design phase of setting up a microcredentail in Totara. Does anyone have experience with setting up a microcredential framework? We are wondering how we should approach this in relation to a system/hierarchal item, would we set this up as a competency item? Any direction would be appreciated.

This does sound like Competency frameworks should be used and competencies added along with appropriate achievement paths .
Have a read of the documentation linked above and feel free to ask any questions on what you are wanting to achieve
There is also a course outlining best practice for using competencies
