We have just come across what seems to be this issue as well, and i had a few questions.
To confirm, Impersonating the user confirmed they have completed the scorm content. From their content view, 100% complete, but in their record, still 0%. On view the scorm reports i can see they are still incomplete and their score hasn't been sent through.
So, if i untick the 'Require all scos to return 'completed' status' will this update the following for all the users this may have impacted? :
Scorm package completion?
Course completion?
Certificate completion?
