I notice when I download a SCORM within the app after login out and then login in, the SCORM is not there anymore. It looks like is stored in a cache. Is this the expected behavior of the app? Or, is there a bug?

Yes the expected behaviour for offline SCORMS in the Totara mobile app is any SCORM activities that have been downloaded for offline completion will be deleted when the user logs out from the app.
