The issue I was referring to was TL-38652 Fixed an issue preventing user access to a report when the default saved search is deleted or made private.
This was fixed in 18.5 so upgrading to a site equal or greater should resolve the issue - is the issue with an existing report - I am not sure if this fixes reports already created it may only apply to reports in the future.
