Course Creators within system

Hi, I have a question regarding the roles in Totara. A few years ago, rights for creating a course were given to anyone and now we would like to limit that. Now we would want to remove the rights which have already been given to people. My question is, there are two places basically where I can see 'course creators'.

One place is from Site Administration > Permissions > Assign system roles (this is where I can also see the people who have the course creation rights

Another place is from Site Administration > Permissions > Define Roles. (here I can see only the roles and assignments. The number of current course creators does not match with the number of assignments) See screenshots for details.

Could someone explain what is the difference? How can I see who has the course creator role assigned to them?

A role can be applied at difference levels or contexts - if a role is assigned in a category or system context then this will be applied to all courses in the category or system. This is why the numbers are different between how many people have the course creator role assigned and how many courses there are.

It is possible to filter by user role by using bulk user actions and display or download the users
