In a world where we're trying to get away from paper records, yet everything needs to be used in a court of law for litigation. Can you please look at a way training records could be signed off by the individual and/or their trainer, using a 'freehand' drawing box for their signature? I would imagine the easiest way to do this is via the 'Custom Certificate' activity, where completion would produce the Custom Certificate, with a javascript 'Signature-pad' element that would then confirm and save the Certificate into the individual's Record of Learning associated with the course/program/Certification.
